On September 9 2016, University of Warsaw submitted a final technical and financial report from realisation and implementation of EMA2 SALAM project.

During the eligibility period of the project, 116 scholarship holders from Iran, Iraq and Yemen visited EU universities for studies (BA, MA, PhD) or research and training (Post-doctorate, academic and administrative staff). There were 57 credit seeking students (student exchange) studying at European partner universities and 36 degree-seeking students at MA and PhD level.

Project objectives:

The aim of SALAM was to assure the sustainability and ensure further development of a successful cooperation already established within previous EMA2 projects (LOT 7, 8, 9 – Iraq, Iran, Yemen, EMIIY) coordinated first by ITC – University of Twente and then by Lund University. SALAM aimed at continued promotion of European higher education and mobility of students and staff whose experience (study, teaching, research and/or management) gained in European HEIs contributed to personal development, academic cooperation and development of third countries. The project tightened existing academic bonds with partners in the abovementioned projects as well as helped to establish academic cooperation with new institutions. Also, SALAM continued to provide students and staff with enhanced career prospects and better intercultural understanding. The project contributed to the sustainable development of higher education in Iran, Iraq and Yemen and enhanced internationalisation of European universities. Apart from reaching EMA2 objectives, SALAM was to meet third country's needs by providing new education and development prospects with a European dimension as an added value. Also, it was to provide possibilities of exchange of knowledge and cultures for nationals of EU countries involved in the project. Finally, all objectives were to create more structured cooperation between EU and Iran, Iraq and Yemen, enabling developing joint academic activities and creating centres of excellence, contributing to sustainable development of IIY higher education, and enhancing the visibility of European higher education.

Activities and accomplishment of programme objectives

  1. Enrichment of Iranian, Iraqi and Yemeni societies by developing qualifications of their nationals.

Scholarship holders could find their own development path and choose between several European HEIs for the most effective and focused mobility scheme. Also, they were able to gain knowledge, skills and international experience, which enriched them personally and professionally in their future work in and outside the academia. Additionally, it supported a multidimensional development of the society.

  1. Promotion of mobility, especially of persons coming from vulnerable groups.

SALAM followed and developed practices successfully established in previous EMA2 projects. Since problems with reaching as many potential candidates from vulnerable groups (TG3) as possible were faced in previous project for Iran, Iraq and Yemen, it was one of the biggest concerns in the promotion strategy of SALAM. During the second call for applications, a particular emphasis was put on attracting as many TG3 who would qualify for a SALAM scholarship as possible. Thanks to close cooperation with partners from third countries as well as previous Erasmus Mundus scholarship holders, embassies, EU delegations, UNHCR, NGOs working with Iraqi IDPs and refugees, the SALAM project could reach as many potential candidates as possible. It was also supported by an intensive promotion of the project on the Internet.

  1. Development of human resources in Iran, Iraq and Yemen in accordance with principles of equal opportunities policy.

Implementation of previous EMA2 projects guaranteed that all partners aligned to the European Commission's principles of equal opportunities. SALAM also continued that practice and paid special attention that those principles are implemented. Easily accessible on-line application and database guaranteed that the selection process adhered to the above-mentioned principles. The consortium made further efforts to even male/female ratio by more wide-spread on-line and direct promotion of the project, comprehensive description of European environment and informing about equal opportunities policy.

Additionally, the project promoted the Bologna Process, European higher education and its standards and values as well as it contributed to the development of higher education in the third countries, and indirectly to the region in general. Project beneficiaries returned home with new knowledge, skills and competencies as well as intercultural experience. Special attention was paid to Master, PhD and post-doctorate mobilities who would have the highest impact on the future of the lot countries by bringing home new knowledge, experience and international perspectives and using them in social, professional and personal dimensions. They will be better suited to perform research, develop their professional careers, contribute to developing various branches of the market, undertake leadership positions in higher education, research, business, governmental bodies, and NGOs.
